The Parole Room is where prisoners go to be judged on whether or not they can be released on parole. If the prisoner's re-offending chance is too high, they will be denied parole. However, if the re-offending chance of the prisoner is low enough, they'll get paroled. Death Row inmates also get their appeal here, where they have the possibility to get released as innocent or to get downgraded to maximum security, thus saving their lives.

Parole Hearings[edit]

All prisoners are granted a parole hearing when they reach 50% of their sentence, and another one at 75%. To facilitate this you must build a Parole Room, and start the Parole Hearing Program. A parole hearing requires the inmate, the inmate's lawyer (Parole Lawyer) and the Parole Officer. Both the latter ones count as external staff. They will arrive on site to hold the parole hearing, and leave when it has completed.

At the end of the hearing, the Parole Officer will make a decision and the inmate may or may not be released early. The decision is based on their estimated re-offending chance (viewable in their rap sheet). In the Policy Report there is a slider that governs how lenient your parole board will be. Inmates who are denied parole may become angry, and may even attack the Parole Officer and other staff.

If a prisoner is paroled early and does not re-offend, you will receive a bonus of $3,000 the moment the prisoner leaves the map. This can be a significant source of income, if you work to reduce the re-offending chances of your inmates through punishment and reform.

Failure Condition (in sandbox mode): If 10 of your paroled prisoners re-offend, you will be placed on warning. If 5 more paroled prisoners re-offend within the next 48 hours, you will be fired.

Death Row Appeal[edit]

The Death Row Appeal has to be set up as a program. The Death Row inmate will be joined by the Appeals Lawyer and the Appeals Magistrate in the Parole Room then, and in each session has a Chance of Clemency of getting released or downgraded to maximum security. The chance of clemency is halved every time the prisoner fails the death row appeals program and is increased if he passes, and it must be lower than 5% or 10% (if the Lawyer researched Reduce Execution Liability) before the execution, or otherwise the player may be fined if the prisoner turns out to be innocent afterwards.

The more appeals you allow for a prisoner, the more certain you can be of his guilt. Opens up the opportunity and responsibility of executing prisoners sentenced to death.

Failure Condition (in sandbox mode): If 3 of the prisoners that have been executed in your prison turn out innocent afterwards and did not get enough appeals before, you will be fired.


  • Extra security is advised. Prisoners have been known to become quite upset when their parole is denied.
  • Having more than one visitor table in one Parole Room will not have the effect of allowing multiple parole hearings at once.
