Disabling staff needs: After disabling staff needs, you need to fire and re-hire all of your staff, as setting StaffNeeds to false in the save file leaves information attached to each staff entity that breaks their resting behaviour. The entry for the percentage of staff that can take a break at any one time should also be removed. As a rule, you can compare your save file to a test one that has not had StaffNeeds enabled.
